This is using the rule of thirds very well because each person is in a different third and it invokes attention. The title and the name of this edition of the magazine take up a large portion of the cover where as the left corner has a few hints as to what is inside.
The colors of the text being used are complimentary to the background which is green and full of nature. The name of the magazine "Scene" is in bold letters across the whole top of the page. The fact that this text is the largest it gains the most attention right away. 
The first third of the magazine is all advertisements. These advertisements look out of place and almost random. Not all of them have to do with the arts or culture, some are for things like real estate and home inspectors.
The articles are condensed towards the back of the magazine. The articles in the end are longer and more of the feature articles. The shorter articles follow advertisements and come before the area with long articles.
The table of contents is located at the front of the magazine and is split over two pages. The table of contents is split over two pages because its separated by an advertisement. The cover page has one picture three people and isn't busy with advertisements. The articles have many photos and advertisements.  
The Scene was awarded with the Florida Magazine Association's 2017 Charlie Awards, which recognizes good publishing in Florida. In this they got awarded with the Best Photo Illustration award (October 2016 cover), Best Magazine Redesign, and the Best Cover Design.
